Outlawing vs. Re-Legalizing

Hi Lew,
The law Gavin Newsom signed outlawing “deep fakes” of politicos went into effect immediately. On the other hand, when people vote to make make, say, marijuana legal it takes years (e.g. Virginia) to be able to allow the sale and distribution.
It seems restricting people in their activities is much more to The State’s liking than allowing Freedom to ring. The State sounds more like the enemy of the people rather than its servant.
