It’s illegal to remove forest detritus in CA. I have worked fire prevention crews on the Nevada side, we had to be careful not to cross into CA each spring or we risked felony charges.
CA burns every year due to a desire by the CA government to preserve the “natural unspoiled beauty of the forests”
So yes, public land use rules are a primary driver of CA wildfire season
