Would This Much Energy Be Expended on Finding the Killer of an Ordinary Citizen?

There is a manhunt on to find the suspected killer of a trooper. Hundreds of state and federal law enforcement officials have been searching for Eric Frein in the wilderness of Pennsylvania. My question is simply this: Would this much energy be expended on finding the killer of an ordinary citizen?
