Where’s the ‘Good and Welfare’ Clause?

Congressman John Conyers said the power to force folks to buy stuff they don’t want is based on the “good and welfare clause.” Some people have had trouble finding that clause but I’m pretty sure it’s just after the “good & plenty” clause.
