Obamacare: Necessary and Proper

One of the government’s arguments for the Obamacare “individual mandate” that the SC rejected was that “Congress has the power under the Necessary and Proper Clause to enact the individual mandate because the mandate is an ‘integral part of a comprehensive scheme of economic regulation.'”
The potential abuse of the Necessary and Proper Clause was recognized before the ink was dry on the Constitution, and not just by the Anti-federalists. I have written about this here.
