Big Pharma to the Rescue?

The FDA has given “emergency permission” to doctors and hospitals to treat coronavirus patients with hydroxychloroquine and chloroquine sulfate. Sandoz Corporation has donated 130 million doses and Bayer Pharmaceuticals has donated 1 million doses. One odd thing about this is that the donations are to the U.S. Department of Health and Human Services. Will it take months or years for the gigantic HHS bureaucracy to distribute these drugs?
I read two articles about this on the Web. One from ABC News. They both said Sandoz donated 30 million doses. They, along with HHS, say that Sandoz donated 30 million doses but the Sandoz Web site mentions 130 million.
