The largest percentage being from Venezuela. International law mandates that people claiming to be refugees are required to request asylum from the nearest nation.
Look at the map below. To go from Venezuela to the southern border of the U.S. a person would have to cross seven countries: Colombia, Panama, Costa Rica, Nicaragua, Honduras, Guatemala (or Belize) and Mexico.
