I laughed my ars off when I saw this. Someone has been doing their homework. This is a big, big deal, capturing an enormous fraction of the population.
I have often spoken with service folk, who make a substantial part of their income from tips, who plead to be tipped in cash. The IRS claims to lose many billions in this way. (Of course, our beloved State intends to rectify this anomaly by eliminating cash.)
