Where Is the War on Weather?

I heard a news report today about a dozen people dying from the bad weather somewhere in the U.S. Where is the war on weather by the U.S. government? Why waste time with a war on marijuana when people are dying every winter from the cold and every summer from the heat?
Update: John Kerry has “issued a clarion call for nations to do to more to combat climate change, calling it ‘the world’s largest weapon of mass destruction.'”
