The Secession Movement in The Land of Lincoln

Seven Illinois counties voted to explore seceding from Chicago/Cook County and forming a new state — along with twenty-one other Illinois counties that voted to do the same in the 2020 and 2022 elections.
If they follow through, will the Illinois governor follow Lincoln’s example and bomb the seceding counties day and night, set fire to their cities and towns, loot and destroy private homes, look the other way while armies commit gang rape and murder civilians? Or would he be more like the last head of the Communist party in the Soviet Union, Mikhail Gorbachev, and let them go in peace?
