The drought out here in California has given rise to water shortages, as well as to proposals to limit water usage. Homeowners, farmers, and private businesses have thus far been the principal focus on efforts to control water use. I wonder if the statists will go so far (gasp!) as to suggest that the government do away with “waterboarding.”
