No Rest for the Weary

Responding to my note on Pennsylvania’s absurd and inexplicable closing of its rest areas, Fritz Groszkruger alerted me to the shuttering of Nebraska’s. But unlike the bureaucrats in Pennsylvania, Nebraska’s offer a reason, such as it is: travellers are helping themselves to the supplies of TP there. 

Which of course begs the question: is it stealing when you reclaim from a thief what he bought with your money? Even if it is, are you absolved when the thief has ginned up needless, astounding and impoverishing hysteria that curtails necessities?
