“Kansas Lawmakers Consider Raising Taxes To Lower Deficit”

That was the headline of an NPR All Things Considered story yesterday. But why would even the thought of raising taxes be an issue in Kansas? The Kansas legislature is controlled by Republicans: 31-9 in the Senate and 97-28 in the House. I thought Republicans were for lower taxes and less government?
