Michael, our lifers in the bureaucracy certainly believe they are smarter than the rest of us, for a very simple reason that was coined as a basic rule of DC life by my friend Michael Novak thirty years ago:

“The average federal worker acts as though his IQ rose about twenty points the day he was hired.”
