Ferries to Cuba

For the first time since the 1950s, Americans will soon be able to take a ferry to Cuba. However, it is only some Americans since tourist travel is still prohibited. And the ferry operators must get a federal license. This is what prompted me to blog about this. Why were ferry licenses issued by the U.S. Treasury Department’s Office of Foreign Asset Control? And here is a question that only libertarians will be asking: Why is there such a thing as the Office of Foreign Asset Control?
