No doubt about it, he said to a D.C. audience.  And it will “challenge” the Trump administration.  That must have been a big applause line with his Georgetown audience.  In his speech, delivered at the beginning of the Trump administration, he was calling for a new “Health Emergency Fund” for the CDC, something that Obama had apparently failed to give him.
