Do the Ten Commandments Prohibit the Formation of a Government?

In a note about my recent article on posting the Ten Commandments, a reader suggests that the Ten Commandments prohibit the formation of a government. Why? Because of the prohibitions against stealing, killing, coveting, and lying. Aren’t these the very foundations of government?
