As with any statement from any political figure one must not take the words at full face value of veracity or truthfulness but as the possible dissembling lies of a megalomaniacal sociopath, duplicitous seeker after power or other such disreputable or notorious specimen we have seen in the recorded history of the human race for thousands of years. Actions speak louder than words. Judge Putin’s words by his actions over the past two decades.
