Another Question that Only Libertarians Are Asking

It is being reported that a Russian fighter jet buzzed past an American warship operating in the Black Sea on Sunday. Here is the question that no one is asking except libertarians and other non-interventionists: What in the world is an American warship doing in the Black Sea? If that is okay then why not allow Russian warships to travel up the Mississippi River?
