The painting, Gloriosa Victoria (Glorious Victory), was created by the prominent Mexican artist, Diego Rivera, shortly after the 1954 Guatemala CIA coup d’état which overthrew President Jacobo Arbenz. The mural depicts CIA director Allen Dulles whispering into the ear of his brother, US Secretary of State John Foster Dulles, who is shaking the hand of rebel leader Castillo Armas.
