The Hawaii Emergency Management Agency [HEMA] is the only organization in HI approved by FEMA to use IPAWS and HEMA plans to test ‘the first business day of every month @ 1145AM’, but some guy decides to do a test on a Saturday in the middle of the month at breakfast time?  Why was he looking at the options available in the first place?
