How many have the three letter alphabet agencies and “defense” contractors siphoned off that could be working to develop products for sale in the free market?

How many foreign help desk centers exist that could be located in the continental US, Hawaii and Alaska?  These could provide jobs for American citizens.

Is our current system of education (all levels) helping or hindering our best and brightest engineering prospects?
