Why Is One Government Agency Sponsoring Another?

I have been hearing on NPR that a program is being sponsored by the National Endowment for the Arts. Why is one government agency sponsoring another? And why are these government agencies still in existence? Didn’t the Republicans control the Congress and the White House for over four years when Bush was the president? Of course they did. And that is why they are still in existence.
