California has plenty of water in its reservoirs to send down the aqueduct to southern California. Los Angeles needs to build its own large reservoir. Mulholland built the St. Francis Dam in the mid-1920s, but he built it in the wrong place, and it collapsed. St. Francis Dam Disaster, 1928, video. Maybe LA’s water commissioners have been afraid to build a dam ever since.
