Why is there even a debate on this?  Nowhere in the Constitution does it authorize federal government to “control predators.”  If a private property owner wants to put a bounty on predators, then guys with guns would line up to make extra income.  Or if USDA is hellbent on controlling where they should not, THEY could simply offer a bounty on specific species.  Less tax dollars wasted and less bureaucrats walking the woods in the name of “control.”
