Rand’s unofficial superpac, Concerned American Voters, is doing the grassroots work in Iowa that campaigns used to do. The official Rand superpac, America’s Liberty, does TV ads instead, but when Rand–before his announcement–met with Silicon Valley rich guys to ask for money for that pac, he was rebuffed. They all believed that TV ads have passed their sell-by date as a strategy.
