In this Civil Defense video from the 1950s, the narrator states (starting at 8:17): “If the people of Hiroshima and Nagasaki had known what we know about civil defense, thousands of lives would have been saved.” No mention that thousands of lives would have been saved if the U.S. had not dropped the bombs in the first place.
