Lew has made some very good points here. The U.S. Government gives government-to-government aid, which not only promotes socialism (and theft), but also accomplishes the opposite of the stated purposes of the aid: to help individuals. Instead, we see aid as being a vehicle to help the established political powers continue to keep (and misuse) their powers. Not surprisingly, the government wants to make sure that private aid does not accomplish the goals of helping individuals, as there is no benefit to the U.S. Government what that happens.
