You remember “Jack” the Trucker. Jack’s brother is a psychologist who agrees with him about the Deep State:

He and I have long since realized that the term ‘deep state’ doesn’t necessarily refer to conspiracy theory [but instead] relates to human psychology.  When you give someone a government job with great benefits, one from which they can’t be fired, they eventually feel invincible to do everything they can, legal or otherwise, to get their way.  

In layman’s terms, the Deep State is bonkers.
