Strengthening the UN

So the Volcker report is out, and tells us little that we didn’t already know. The UN is corrupt and, as a diplomatic institution, not very good at managing things. But when it comes to an evaluation of the Iraq sanctions and the 1996 oil-for-food program, the emphasis seems to be on “how do we do this better next time” (next time?!?), rather than should the UN even be in the business of enforcing murderous economic sanctions on an entire country (knowing that its leaders will always make out like bandits).
