Rebuilding New Orleans — Two Predictions

As the damage is surveyed and folks talk of evacuating New Orleans and completely rebuilding it, I have two predictions: 1) Since no one in charge will want to trust actualy, say, homeowners, business owners and other property owners to rebuild their property, it will be government-managed and planned reconstruction. That means government funding too. My guess is, some smart wag at FEMA or elsewhere will use the Bosnia/Kosovo/Haiti/East Timor/Iraq/Sumatra model of “reconstruction.” Which means a lot of poor people are going to lose their property and their livelihoods in the process.
