I understand there is a proposal afloat to give people in the District of Columbia formal representation in both the Senate and the House of Representatives. The old, sad refrain is offered about the hundreds of thousands of Washingtonians who can “fight and die, and pay taxes,” but have no elected voice in the national government. The advocates of this proposal confuse form with substance.
