If the lack of funds for capital investment is the problem, the obvious solution is to cut bloated government spending on all levels. That would free up funds that would end up in bank deposits available for loans. Here’s my plan for cutting the federal budget. New York State’s spending itself could be cut by $50 billion and that would merely require matching PA’s and Ohio’s per capital spending.
