This can mean one of only three things (or all three): The so-called vaccine is useless in protecting anyone from the virus, or; The so-called vaccine itself is causing the virus to react, as viruses tend to do, by creating new variants, causing “skyrocketing” cases in places like Louisiana;  The governor is lying through his teeth (Thanks to Rebecca I. for reminding me of this one.  He is a Louisiana politician after all).
