Of course, not. The State is no charitable organization, though it pretends to be. So special-interest disbursements to foreign satellites–a venerable policy when the Romans did it–must have another purpose. And just as under the Romans, the purpose is empire, and the bribing of foreign politicians, armies, and spies to do the bidding of the emperor, the senate, and the court.
