Free Immigration or Forced Immigration?

The U.S. government, not U.S. businessmen, pledged last year to resettle 85,000 refugees from all over the world during fiscal year 2016, including at least 10,000 Syrians. As of June 30, 5,211 Syrians had been processed and the total number of refugee admissions had reached 49,791. Did these people buy a ticket and land at JFK airport or take a boat to the port of Savannah and say that they wanted to come to America? I highly doubt it. But if they did, that would be free immigration. When the U.S. government goes and gets refugees and maintains that it will admit a certain number, that is forced immigration. There is a difference.
