The U.S. government is confused in foreign policy. It’s been confused a very long time. In recent memory, Bush was confused for 8 years. Obama was confused for another 8 years, and now Trump is 8 months into his confusion. His administration shows no sign of ending the confusion. Neither does Congress, which is also confused.
