Enforcing Sanctions

In his excellent interview on  the sanctions against Russia just passed by Congress, Lew Rockwell pointed out that President Trump  in his signing statement protested against some of the legislation as unconstitutional. Lew regretted that the President did not say that he would refuse to enforce the sanctions he deemed legally improper.  But I wonder–has President Trump ruled out following this course of action? He did not forthrightly say that he would not enforce them, but perhaps he left the door open to this. This would be a substantial step to a more peaceful world.
