This week the Heritage Foundation will be sponsoring a panel(featuring a CATO scholar) arguing that the federal deduction for state and local income taxes should be repealed. This means a tax increase for millions of middle-class Americans, one not likely to be offset by a “flat tax” or a “sales tax” given the conservative/GOP establishment’s attachment to budget “neutrality.” Opponents of the deduction claim that it subsidizes excessive spending on the state and local level.
