Can the Inspector General Create Good Government?

Government agents acting without authorization conducted dozens of undercover investigations of illegal tobacco sales, misused some of $162 million in profits from the stings and lost track of at least 420 million cigarettes, the Justice Department’s inspector general said Wednesday.”

420 million cigarettes are worth $100-$200 million dollars, depending on state.

Since there is no such thing as a good conventional government, the Inspector General can’t create good government. Nothing can, except an unconventional form of government like kritarchy.
