It has spent far too much, and now its income is plummeting. Arnold is declaring a “fiscal emergency.” Rather than cut spending 40%–a good first step–which would undo Arnold’s profligacy, watch him call for a cosmetic cut and a big tax increase for the already vastly overtaxed state. But it won’t work. California needs a state-level Ron Paul to fix this mess.
