Armitage Regrets

So, Richard Armitage “regrets” that, after 9/11, “we exported our fear and our anger.” How strongly did he express that “regret” in his role as Assistant Secretary of State? Or is this just another example of people feigning a meaningless sense of conscience AFTER their participation in wrongdoing in an effort to deflect criticism upon their return to a society of civilized human beings?
