The post-war Western alliance, as incarnated by the United Nations, is finished. Its future is as shaky as Ted Turner’s investment portfolio. It needs life support. I can honestly say that I never thought I would see this. Last week, there was a joint declaration by Germany, Russia, and France that they will not permit the Security Council to support the USA’s war in Iraq. France and Russia possess a veto, either of which can stop the Security Council from taking action.
