A provision in the Homeland Security Department law ordered the establishment of a National Commission on Terrorist Attacks, the ostensible purpose of which is to investigate the facts and circumstances surrounding the failure of America’s intelligence agencies to predict and stop the 9/11 terrorist attacks on the United States.
