While researching the economics of the Union blockade of the Confederacy, I came across a working paper from the United Nations' Sub-Commission on the Promotion and Protection of Human Rights, written by a Mr. Marc Bosuyt. (I was doing a google search looking for modern equivalents and came up with the Reign of Terror and the Sanctions against Iraq and Cuba!)
