The Internet makes available extraordinary materials for learning something of the mind-set, to use that contemporary term, of those who find themselves directing the affairs of nations. A website published an interview conducted in 1998 by Le Nouvel Observateur. The site had evidently posted it (in translation by Bill Blum) after the Sept. 11 attack on New York and Washington.
