In arguing that dawn will follow the present darkness, I must first establish that the darkness exists at all. If you believe Robert Bartley of the Wall Street Journal, the dawn has already arrived with the government’s response to September 11, and its political and economic aftermath. Now, Bartley’s a supply-sider, and if you know something of that school, it is a mixed bag. It can be very good on the need for tax cuts and the fallacies of zero-sum thinking.
