Super-Congress?

Ryan Grim reports that the Republicrats and Demopublicans want to create a Super-Congress that would be 100% owned by the bankocracy, since once in a great while the banks and Wall Street have trouble getting exactly what they want when they want it. That is the definition of a crisis.
