Why the Consent?

It’s true that withdrawal of consent to the State undermines it, to the extent that such consent has been granted. I wonder why human beings give this consent in the first place. Why did it take Egyptians 30 years to withdraw consent from Mubarak? Why not 3 years or 3 months or 3 seconds? I raise the same question with Americans. Why do they consent to the U.S. government? Why have they consented for so long? Or, since David Kramer mentions all peoples withdrawing consent everywhere, why have they not done so already? Why are they now consenting? And if they withdraw consent from a leader or set of leaders or set of policies, why will they usually not withdraw consent from the State itself?
