When is a base not a base?

As a follow up to my recent LRC article, “The Bases of Empire,” a contact I have in the Department of Defense just explained to me why it is so hard to determine just how many overseas bases there are where we have troops: “The Base Structure Report summarizes the Services’ real property inventories and reflects property that is owned or leased by the Department. It would not necessarily include deployed locations or locations that are being used at the courtesy of a foreign government.”
